FORO SOCIEDAD Y CAMBIO CLIMÁTICO S.R.E.

Se realizó este foro con participantes del gobierno y la sociedad civil.
En el Edificio de la Secretaría de Relaciones Exteriores en el Distrito Federal
La conferencia "El Cambio Climático en México" dictada por el admirado
Dr. Fernando Tudela Abad resulto de lo mas interesante del congreso, siendo el principal negociador por parte de México ante la CMNUCC, ha asistido a todas las reuniones anuales de este organismo no hay mejor persona para explicar la visión de SEMARNAT ante este asunto. Nos dio algunas cifras y confirmo datos de la Ciencia Climática más o menos conocidos, ente estos cito unos cuantos:

- México emite 643 millones de toneladas equivalentes de Co2 anualmente.
- Esto equivale a menos de 4 tons de Co2 per. capita, en EEUU son 20.
- EEUU y China son la mitad del problema pero no se ven acciones ni mucha voluntad política para hacerlo
- Comento el 4° reporte del IPCC pues acababa o estaba por salir
- El Cambio Climático esta YA presente (entonces era novedad...) en las
Agendas de los Gobiernos del G8+5, los medios y los empresarios.
- Si queremos evitar rebasar las 550 ppm de Co2 en 2050 debemos "descarbonizar"
el sector eléctrico en un 60% por lo menos.
- Los próximos 15 años (2007 - 2022) son CRUCIALES para estabilizar las ppm de Co2.
- Los mercados Europeos ya tienen importantes esquemas de transacciones de Carbón.
- California desarrolla el CCAR similar al MDL
- Medir para Regular
- Difícil meter proyectos forestales al MDL
- La OCDE lleva a cabo valoraciones de políticas públicas referentes al C.C.
- Es necesaria la sensibilización hacia el tema por parte de toda la sociedad.
- Es necesaria la valoración adecuada al Carbono que fijan los árboles.

Se contó con la participación, también brillante, de la Bióloga Julia Martínez Fernández del Instituto Nacional de Ecología quien tocó los siguientes temas:
- Vulnerabilidad de México ante el CC
- Los esfuerzos hacia el Inventario Nacional de GEI
- Las acciones de mitigación
- La elaboración de las 3 comunicaciones nacionales de CC y la preparación de la 4°.

Después se continuó con un receso y 4 mesas redondas cuyos temas fueron:

Mesa 1 Riesgo y Gestión del Agua
Mesa 2 Cambio Climático y Uso de la Tierra
Mesa 3 Economía y Políticas sobre Energía y CC
Mesa 4 Cultura y cambio de patrones de producción y consumo.

Yo asistí a la Mesa 1 pero de eso les cuento otro día.


This forum was realized with participants from the government and the civil society, in the Ministry of Foreign Affairs building in Distrito Federal.
The Conference “Climate Change in Mexico” given by the much admired Fernando Tudela Abad PhD was one of the brightest moments of this congress, being him the main Mexican negotiator to UNFCCC he’s been on every COP there has been, there’s really no one as qualified as him to explain SEMARNAT (Ministry for the Natural Resources) vision on this issues. He gave us some numbers and confirms some data on Climate Science, among these I quote some:

- Mexico emits 643 mill tons equivalent of Co2 each year
- This accounts to less than 4 tons of Co2 per capita; in U.S. this number is 20.
- U.S. and China together are half of the problem but no solutions or political will is seen to emerge from them.
- The 4th IPCC Report was just out or about to.
- Climate Change is NOW present (then this was considered novelty) on the Agendas of the G8 + 5 Governments, media and business community.
- If we want to avoid the 550 ppm of Co2 in 2050 we should “decarbonize” the electrical sector around 60% at least
- The next 15 years (2007 – 2022) are CRUTIAL to stabilizing the ppm of Co2
- European Markets already have important schemes for Carbon Trading
- California develops the CCAR similar to CDM
- OCDE is making studies on public policies regarding C.C.
- The sensibilization of the whole society is much needed.
- Is necessary to give adequate value to the carbon the trees sequester.

There was also a bright participation from Biol. Julia Martinez from Instituto Nacional de Ecología who touched on these subjects:
- Mexico’s vulnerability to C.C.
- National efforts towards a National GHG Inventory
- Mitigation Actions
- The elaboration of 3 national communications on CC and the preparation of the 4th.

After this there were a coffee break and then 4 round tables addressing these issues:

Table 1 Risk and Water management
Table 2 Climate Change and Land use
Table 3 Economy and Energy Politics regarding CC
Table 4 Culture and change of the production and consume patterns

I took part on Table 1 but I will tell you about it some other day.
