CONCLUSIONES DE LA CUMBRE DE COCHABAMBA RESPECTO A LOS BOSQUES.

Se sabía de antemano que en la pasada cumbre de Cochabamba existían fuertes opiniones en contra de los mecanismos de mercados de carbono que pretenden implementarse en el programa conocido como REDD y REDD+ y ++. Nada nuevo de un gobierno como el Boliviano que pretende hacer contrapeso al “capitalismo” y al “imperialismo”.


Las citas son las siguientes:

“REDD es presentado como un programa amistoso de conservación de bosques, pero es apoyado por grandes contaminadores. Nosotros no podemos resolver esta crisis sin analizar la causa primordial: una economía de hidrocarburo que desatiende los derechos de la Madre Tierra,” dijo Alberto Saldamando, un vocero del Consejo Internacional de Tratados Indios.

“condenamos los mecanismos del mercado neoliberal, como el mecanismo del REDD y sus versiones REDD + y REDD + +, que violan la soberanía de nuestros pueblos y sus derechos de auto determinación”

Se espera que Evo Morales lleve las conclusiones de esta cumbre a la COP16 en Cancún. Los movimientos de Pueblos Indígenas, los sindicatos, los campesinos y los ecologistas también construyeron un fuerte movimiento desde Cochabamba con planes para demostraciones masivas en Cancún.

Cabe decir que también hubo fuertes criticas a el concepto de bosque adoptado por Naciones Unidas ya que también incluyen las plantaciones comerciales, aquí, como ambientalista, reconozco que tienen un punto y que estos “bosques” muchas veces entran en dinámicas de incentivos perversos que deben ser atendidas y evitadas.

En cuanto al tratamiento mediático, todos escuchamos las declaraciones de Evo Morales sobre la calvicie, los pollos transgénicos y la coca cola; sin embargo no vi un solo medio de comunicación que dijese en qué contexto se daban estas declaraciones, ninguna mención a la Cumbre, sus objetivos y argumentos importantes. Solamente la nota que pudiera tener altos ratings y llamar la atención. Los medios en general, confunden forma y fondo y , en el tiempo, no podrán evitar ser vistos como una fuerza que obstaculizó el cambio hacia la sustentabilidad, peor para ellos.

En mi opinión si se respeta el concepto de aproximación a los proyectos forestales donde el proceso de toma de decisiones de las comunidades forestales es informado previa y completamente, consensuado y libre, estos proyectos podrían implementarse generando relaciones ganar-ganar y no una “privatización de los bosques” como quiere ser presentada. De esta forma habría espacio para incorporar los acuerdos de Anchorage en el esquema REDD+.

De igual manera percibo mucha carga emocional de este grupo hacia sus contrapartes y por lo tanto rechazos tajantes sobre posibles oportunidades.

Creo que además de tener cuidado con el mecanismo que se aplique, debemos de tener cuidado en la implementación de cada proyecto pues es aquí donde los abusos, y las virtudes, pueden valorarse en realidad.



It was known beforehand that the past Cochabamba summit will present a strong opinion against the carbon market mechanisms that are to be implemented in the program known as REDD y REDD+ y ++. Nothing new from a government like the Bolivian that pretends to counterweight “capitalism” and “imperialism”

The quotes are as follows:

“REDD is branded as a friendly forest conservation program, yet it is backed by big polluters and climate profiteers. We cannot solve this crisis without addressing the root cause: a fossil fuel economy that disregards the rights of Mother Earth,” said Alberto Saldamando, legal counsel for the International Indian Treaty Council.

“We condemn the mechanisms of the neoliberal market, such as the REDD mechanism and its versions REDD+ and REDD++, which are violating the sovereignty of our Peoples and their rights to free, prior and informed consent and self determination.”

It is expected that Evo Morales takes the conclusion of this summit to COP16 in Cancun. The Indigenous movements, unions, local producers and ecologists also built a strong movement in Cochabamba looking for a common position to take to Cancun with massive demonstrations.

It is also noteworthy that they was strong criticism to the UN forest concept since it allows plantations to be included, here as an ecologist I recognize they have a point and that this “forests” many times may induce to pervasive incentives and must be attended and avoided.

Regarding media coverage, we all listened Evo Morales declarations about baldness, transgenic chickens and coca cola, however I didn’t saw one report of the context on which this declarations were made, no mention to the summit, its objectives and important arguments. Only the high rating and explosive declarations were attended. In general media confuses depth with form and with time they will not avoid to be seen as a force that thwarted the change toward sustainability, worst for them.

In my opinion if the approach concept to forestry projects is that so that the decision making of the forest dependent communities is previous, complete, free and consented this projects could be implemented in win-win relationships and not a “forest privatization” as it is presented. On this way it would be space to incorporate the Anchorage Agreements in to the REDD+ scheme.

Also I perceive a lot of emotional charge from this group to their counterparts and therefore blind negations on possible opportunities.

I also think that besides being careful on the mechanism that will be applied, we should also take special care on the implementation of each project since it is there where abuses and virtues can be acknowledge for real.

Ademas del reporte de nuestro compañero me parece importante reflexionar:

- Llama la atención que el mismísimo diputado reconozca que la ley actual
es de practicamente nula aplicación.
- Este podría ser el instrumento legal para integrar el esquema de REDD y sus
derivados, la estrategia nacional y sus necesarias consultas.
- Bien utilizado este instrumento legal podría conseguir que la participación
de los pueblos y comunidades indigenas en los proyectos de adaptación y mitigación
se desarrolle de manera libre, previamente informada, representativa y consensuada.
- Habria que definir con claridad si es este instrumento o la iniciativa presentada
la semana anterior de Acciones Colectivas la que podria involucrar a los Indígenas
en las dinamicas de pago por servicios ambientales de sus territorios, puede pasar
que terminemos con dos instrumentos legales y se diluya la claridad en un asunto
tan importante.

Federal Law for Consulting with Indigenous Comunities.

Besides the report of our friend I think it is important to think about:
- It is noteworthy that the same congressman recognizes that the actual law
is of almost none applicability.
- This could be the legal instrument to integrate REDD mechanism and its
derivates, the national strategy and its necesary consultation process
- If used well this could be the legal instrument that achieves the participation
of Indigenous comunities on the adaptation and mitigation projects on a free,
priorly informed, representative and agreed way.
- It is needed to clarify if this instrument or last week initiative for
Colective Actions is the one that could involve Indigenous people
to the payment for environmental services dynamics of their territories.
We must avoid having two instruments and no clarity about a very important matter.

Hago referencia aquí al artículo escrito por el influyente Thomas Friedman en el NY Times. Un artículo muy interesante que versa sobre los siguientes puntos clave:
• Uno de los argumentos más absurdos que se escuchan hoy es que si Washington (yo agregaría también Europa) esta (están) teniendo un invierno particularmente crudo, esto prueba que la teoría del calentamiento global es una estafa.
• Parte de la culpa es de los científicos que estudian el fenómeno, ya que al enfrentarse a fuerzas de cabildeo tan grandes como las petroleras, y citar literatura científica que no está revisada por otros colegas (peer reviewed), quedan vulnerables en su credibilidad hacia estos ataques, basta observar el supuesto escándalo o “climate gate” que sucedió antes de la COP15 con la Univ. De East Anglia y los recientes asuntos con el reporte del IPCC y los glaciares del Himalaya.
• Reconociendo que existe todavía mucha investigación por hacer Tom Friedman recomienda que las instituciones científicas de alto nivel (NASA, Los Laboratorios Estadounidenses Nacionales, MIT, Stanford, CalTech etc.) Hacer un documento sencillo de unas 50 páginas que se nombre “Lo que sabemos” y se exponga con claridad el fenómeno y con citas exhaustivas de literatura revisada por colegas.
• Propone también que se desarrolle un sumario de los errores y las exageraciones de los escépticos y una aclaración de donde provienen sus fondos.
• Las recomendaciones puntuales se enlistan a continuación:
o Evitar el término “Calentamiento Global” y preferir “Enrarecimiento Climático” debido a que esto es lo que sucede cuando el sistema planetario se calienta. (los registros de temperatura caliente aumentaran, los fríos también, las zonas húmedas pueden recibir más agua, las secas menos y las tormentas violentas aumentan en severidad y frecuencia).
o Históricamente sabemos que el clima cambia constantemente, esto no es el debate actual, el debate actual es si los seres humanos estamos contribuyendo a acelerar estos cambios naturales que pueden llevar a disturbios peligrosos.
o Aquellos que están a favor de una acción dicen “Debido a que el impacto de los humanos es irreversible y potencialmente catastrófico, vamos a cubrirnos e invertir en tecnologías limpias, eficiencia energética y demás acciones; estas acciones podrán además volvernos más ricos y seguros.” De esta forma (EEUU) importará menos petróleo, sacará menos dólares al extranjero y, lo más importante, dejará de sostener todas las “petrodictaduras” que indirectamente fondean a los terroristas.
o Incluso si el cambio climático resulta menos catastrófico de lo que muchos creen, en un mundo que se espera pase de 6.7 mil millones de habitantes actualmente a 9.2 al 2050, la demanda por energía renovable y limpia crecerá de manera importante y será obviamente la siguiente gran industria global.
China por supuesto entiende las dinámicas globales y le apuesta a la eficiencia energética, la energía limpia y los trenes de alta velocidad y Tom piensa que China al igual que Rusia, Irán y Venezuela están riéndose calladamente, debido a que nada impacta mas positivamente a sus intereses que ver que la opinión pública de Estados Unidos se confunde mas y mas y que las tendencias de “despetrolizar” sus economías se vuelven lejanas, garantizando de esta forma sus ingresos al futuro por ventas de petróleo.
En mi opinión es importante subrayar la necesidad de rigor científico en las aseveraciones que se hagan debido a que sin el estaremos creando mitos más y más grandes que deforman la opinión pública y eventualmente retrasan las acciones tan necesarias frente al Cambio Climático. Es notable que la exposición a los medios que tienen los numerosísimos científicos que respaldan el fenómeno del Cambio Climático se ve opacada por unos pocos escépticos que desinforman generan confusión, también existe responsabilidad de los medios de dar espacio a actores informados y que no responden a agendas o intereses más grandes. Otra pista en el circo del debate actual sobre el planeta. Mantengámoslo veraz.


I make now reference to the NY Times article written by Thomas Friedman. He writes about the next key issues:
• One of the most absurd arguments heard today to make global warming a fraud is the particularly harsh winter that Washington (and I would say Europe too) is (are) having lately.
• Global warming phenomena scientists are partly to blame because they sometimes use scientific literature that hasn’t been revised by other specialists (peer reviewed) as a reference when they face powerful corporations (such as oil companies) so, their credibility turns weak during such confrontations. Cases like the “climate gate” scandal, which took place before COP15 with the East Anglia University, and the recent events around the IPCC report and the Himalayan glaciers are enough proof of this mistake.
• In the acknowledgement that there is still too much research to be done, Tom Friedman recommends that high level scientific institutions (NASA, US National Laboratories, MIT, Stanford U., CalTech, etc.) publish a simple document of about 50 pages with the name “What we know”, in which the entire phenomena is explained clearly and with extensive “peer reviewed” literature references.
• He also proposes that a summary of every mistake and skeptic exaggeration is developed, along with a clear statement about their founding sources.
Specific recommendations listed below:
- Avoid using the term “Global warming”, calling it “Climatic rarefaction” instead, due to the fact that this is what really happens when the planetary system warms up. (high temperature records increase, cold ones too; humid zones can receive more water, dry ones receive less; and storms grow stronger and much more severe)
- Historically, we know that climate changes constantly, but this is not the actual debate but if we humans are contributing to accelerate this process that can lead to dangerous disturbances.
- Those in favor of taking action say: “due to the irreversible and potentially catastrophic human impact on climate, we are to be covered and invest in clean technologies, energy efficiency and other actions; all this could also make us richer and safer”. This way EEUU will import less oil, release less money to outsiders, and most importantly, it will stop sustaining all the “oil-dictatorships” that finance terrorists indirectly.
- Even if climate change turns to be less catastrophic than what many believe, in a world that is expected to go from 6.7 to 9.2 billion inhabitants by 2050, the clean-renewable energy demand will increase importantly and will eventually become the next world’s great industry.
China understands, of course, global dynamics and has a bet in energy efficiency, clean energy, and high-speed trains. Tom thinks that China, the same as Russia, Iran, and Venezuela laugh silently because nothing meets their interests better than all the confusion amongst US public opinion that delays the “de-oiling” tendencies, granting their economies more security about future oil income.
In my opinion, it is important to raise the need of scientific rigor in all declarations made, without this we will be creating bigger myths that badly influence public opinion and that can, eventually, delay very important actions in matter of Climate Change. It’s remarkable that the stature of numerous scientists backing up climate change phenomena can be so easily diminished by a few skeptics that misinform and create confusion. The media have the responsibility of promoting well-informed figures that are not attached to an agenda or a higher interest. …Another clue to the debate mess about our planet. Let’s keep it truthful.
