Los lideres Hablan / Leaders talk 18 Dic 09

Hola,
Antes que nada, decir que por problemas técnicos no he terminado de reseñar las actividades de la conferencia pero considero importante escribir esto hoy, fresquito como está.

Se dieron cita los líderes del mundo en el Bella Center, desde hace días territorio vedado para las ONGs y mucha gente más, nunca pensé que la organización sobrepasara a Dinamarca que tanto se distingue por el orden.

Primero habló Lars Rassmusen, el Ministro de Dinamarca, sus puntos importantes fueron:
- Es tiempo de una acción global determinada
- El compromiso político es mayor que nunca
- El tiempo de actuar es ahora
- La solución es compleja y tenemos una obligación moral de atenderla
- El calentamiento global es real, serio, peligroso y creciente
- El mundo en toda su configuración está cambiando

Luego siguió Ban Ki Moon, Secretario General de las Naciones Unidas, sus puntos importantes:
- Nunca el mundo se había unido de esta manera
- Sellen el trato
- El primer acuerdo verdaderamente global está cerca
- Estamos unidos en nuestro propósito y ahora es el tiempo de unirnos en la acción

Siguió Lula, Presidente del Brasil, y dió, en mi opinión, el mejor discurso de todos, sus puntos:
- Se siente frustrado pues después de años de discutir no nos ponemos de acuerdo y el problema es más grave de lo que pensamos
- Brasil tiene metas agresivas y se dispone a cambiar su agricultura, siderurgia, su matriz energética y a reducir la deforestación del Amazonas en un 80% al 2020
- Estarán invirtiendo 16 billones de dólares anuales para ello
- Es tan difícil el acuerdo hoy porque no habíamos hecho nada
- El dinero es importante pero no hay que verlo como un favor de los países desarrolaldos, hay que verlo como un pago por las emisiones de los últimos dos siglos. (primera ronda de aplausos en la sesión)
- Hay que tomar con responsabilidad los compromisos y las acciones para lograrlos
- Conservar el PK
- Debe haber trasparencia sin injerencia
- Brasil está dispuesto a poner dinero si se logra un acuerdo, pero éste debe incluir a los grandes contaminadores
- Lula cree en los milagros y en este momento se necesita uno.
- Queremos trabajar juntos

Barak Obama fue el siguiente, de entrada fue el único que no arribó por la misma puerta que todos los ministros, desde su auto y hasta la sala del pleno, vino de un cuarto adyacente, dió su discurso y salió por el mismo, ¿no querrá relacionarse mucho? no comprendo esta dinámica y la seguridad no creo que sea un tema; sus puntos:
- El calentamiento global no es ficción, es ciencia y conlleva muchos riesgos inaceptables.
- La pregunta ahora no es la naturaleza del fenómeno sino mas bien si estaremos a la altura del reto.
- La capacidad de la humanidad para actuar en conjunto está en serias dudas
- No hablar sino actuar
- EEUU reconoce su responsabilidad y han tomado acciones domésticas de mitigación y seguirán haciéndolo no importa el resultado de Copenague
- Supedita un acuerdo a 3 puntos
1. Mitigación de cada pais, (NAMAS)
2. Transparencia para poder verificar estas acciones
3. Financiamiento para los países menos desarrollados, 10 billones anuales hasta el 2012 y 100 Billones hasta el 2020 sólo si se cumplen estos puntos.
- Es el momento de actuar juntos o separarnos
- Es un acuerdo imperfecto pero funciona, no todo mundo estará feliz.

Posteriormente dieron discursos el Ministro de Lesotho y Álvaro Uribe, pero las transmisiones se concentraron en el análisis de los mencionados oradores.

Before anything else I would like to say that I haven't finished the comments and activities of the conference but I consider very important to write this, fresh as it is.

World leaders are gathered today at the Bella Center, that for many days now has been forbbiden territory for NGOs and many other people, I never thought that the organization would overwhelm Denmark that is so distinguished for its order.

The first to talk was Lars Rassmusen the prime Minister of Denmark, his main points were:
- Its time for a Determined global action
- The political commitment is bigger than ever
- The time to act is now
- The solution is complex and we have a moral obligation to attend it
- Global warming is real, serious, dangerous and growing
- The world is indeed changing

Next was Ban Ki Moon General Secretary of the United Nations, his main points were:
- Never has the world united like this
- Seal the Deal
- The first truly global agreement is close
- We are united in purpose, now is time to unite in action

Next was Wen Jiabao, China's Prime Minister, his points:
- China's efforts for energy efficiency and CO2 abatement
- Man made forests are growing and it is the biggest area in the world
- China has always attended global warming (?)
- Their way to treat CO2 is on a per capita basis
- He comitts China to increase transparency and MRV
- We have now the UNFCCC and KP not let them aside
- China might achieve and exceed its targets.

Lula was next, the President of Brazil, and gave, in my opinion, the best of all the speeches, his points:
- He feels a little frustrated because we have been discussing for years and haven't been able to reach an agreement and the problem is worse that we think
- Brazil has very agressive goals and is willing to change its agriculture, steel industry, the energy matrix, and reduce by 80% the deforestation of the Amazon rainforest by 2020
- They will be investing around 16 billion dolars a year for this
- An agreement is very difficult because we haven't been doing anything
- Money is important but it should not be seen as a favor from developed countries, it's a payment for the emissions of the last two centuries (first round of applause)
- Commitments and actions must be taken with responsability
- Preserve KP
- There must be transparency without injerency
- Brazil is willing to put some money as long as there is an agreement that includes the big polluters
- Lula believes in miracles, and one is needed at this moment.
- We want to work together

Barak Obama was next, for starters he was the only one who did not arrive on the same door as the rest of the leaders, from his car to the plenary room, instead he came from an adjacent room, gave his speech and returned to the same room, Is it that he doesn't want to socialize? I don't understand this dinamic and security is not an issue I think; his points:
- Global warming is not fiction, its science and it carries many unacceptable risks
- The question now is not the nature of the phenomena but if we will be able to meet the challenge.
- Human capacity to act together is seriously in doubt now.
- Don't talk but take action
- US recognizes its responsability and national actions of mitigation had been implemented and will continue to do so even if there is no result from Copenhaguen
He subjects the agreement to three ponits:
1. Each country mitigation actions
2. Transparency to verify those actions
3. Finance for least developed contries 10 billion anually till 2012 and 100 billion till 2020 only if this points are adressed.
- Its the time to act together or split apart
- It might be an imperfect agrement but it works, not everybody will be happy.

After the minister of Lesotho spoke followed by Alvaro Uribe but the trasmission concentrated on the mentioned speakers.
