México “aliado natural” de Europa en la lucha contra el Cambio Climático: Coninsx

México es “puente” entre países desarrollados y en desarrollo señala la representante de CE

En este artículo se comenta el foro “México y la Unión Europea rumbo a Copenhague” llevado a cabo en la Fac. De Ciencias Políticas de la UNAM, me llama la atención lo siguiente:
1. La declaración de Marie Anne Coninsx sobre su percepción de que México es “un aliado natural” de Europa en la lucha contra el cambio climático y que independientemente de los resultados de Copenhague juega un papel de puente entre los países desarrollados y en desarrollo.
2. La nota que menciona que el Dr. Mario Molina sostuvo que lo más importante en esa cumbre es que los países participantes comiencen a dar pasos para solucionar el problema del cambio climático, porque si se plantean metas muy exigentes el riesgo podría ser no lograr ningún acuerdo.
3. El Dr. Molina también explicó los cambios en la composición química de la atmósfera y el aumento en la temperatura en los años recientes debido a este fenómeno, asegurando también que es posible detener este problema y evitar desastres naturales más frecuentes, para lo cual habrá que cambiar el uso de las energías y desarrollar fuentes más sustentables y efectivas.
4. El Dr. Adrian Fernández, presidente del INE señaló que lo que está en juego en esta cumbre es si la comunidad internacional puede ponerse de acuerdo en la lucha contra el cambio climático y qué responsabilidades se van a asumir para reducir las emisiones de GEI, recordó que México llevará a Copenhague su propuesta de Fondo Verde así como su cuarta comunicación nacional sobre cambio climático, además de una posición proactiva.
5. En el activismo se presentaron al Presidente Calderón más de 180 mil firmas del programa “Píntale la raya al cambio climático” para exigir medidas urgentes para frenar los impactos del cambio climático.

AQUÍ MIS COMENTARIOS EN CURSIVAS
En relación al Punto 1 esperemos que Mexico logre consolidar su liderazgo en materia de Cambio Climático, somos por mucho el país en vías de desarrollo que más acciones ha presentado, como la 4ª comunicación e inventarios de GEI, el PECC, el Fondo Verde etc. El riesgo está en jugarle al malabarista y no poder sostener diálogos productivos sino retóricos y de alguna forma quedarnos como el perro de las dos tortas, pensando en el hubiera y hambrientos.
El Punto 2 del comentario del Dr. Molina me gustaría relacionarlo con las declaraciones del Partido Verde Ecologista de México que en el mismo artículo califica de “absurda” la posición de México al presentar su Fondo Verde (Internacional) ya que lo relaciona con el Pro Árbol que depende 100% del Gobierno Federal, absurdo es relacionar dos cosas y confundirlas como ellos lo hacen. Y sigue el verde exigiéndole al gobierno "una postura firme" para lograr un documento vinculante que obligue a las grandes potencias del mundo a reducir en 40% sus emisiones de GEI para 2020. Siendo que los compromisos de la UE son disminuir 20% las emisiones en el mismo periodo haciendo ya un gran esfuerzo, la solicitud del Verde es simplemente impracticable. Esto es, en mi opinión, una demostración más de lo extraviado que está este partido que no debería de llamarse Ecologista sino Oportunista.
Sería muy interesante poder conocer la opinión del Dr. Molina sobre el reciente debate (comentado en este blog) sobre el supuesto “estancamiento” de las temperaturas en la última década que tanto gusta a los negacionistas y confunde a la sociedad en general.

Mexico is a “bridge” between developed and developing countries said the EU representative.
On this article the forum “Mexico and the European Union on the way to Copenhaguen” is commented, it was held on the Political Science Faculty at UNAM (National University) and to me it is note worthy:
1. The Declaration from Marie Anne Coninsx about her perception that Mexico is a “natural ally” of Europe on the fight for Climate Change, and that, regardless of the results of Copenhaguen, plays a “bridge” role between developed and developing countries.
2. The note that mentions Dr. Mario Molina speaking about the key issue of the summit is that participating countries start to take steps to solve the climate change problem, because if very demanding targets are established the risk would be that no agreement can be reached.
3. Dr Mario Molina also explained the changes on the chemical composition of the atmosphere and the rise on the temperature on recent years due to this phenomenon. He also pointed out that it is possible to solve this problem and avoid more frequent natural disasters, for which the use of energy must be changed and more effective and sustainable sources must be developed.
4. Dr Adrian Fernandez president of INE (National Institute of Ecology) pointed out that what is at stake at this summit is the ability of the international community to reach an agreement to fight climate change and to what responsibilities will be assumed to reduce the GHG emissions, he also reminded us that Mexico will take to Copenhaguen the proposal of a Green Fund (Fondo Verde) as well as the 4th national communication on climate change and a pro-active position.
5. On the activist side there were presented to President Calderon more than 180,000 signs of the program “Draw the Line to Climate Change” to demand urgent action for lessening the impacts of climate change.

HERE MI COMENTS
Regarding point 1 let’s hope that Mexico can consolidate its leadership on Climate Change, we are by far the developing country that has presented more actions such as the 4th communication on climate change, the national GHG inventories, the PECC (Special Program on Climate Change) the Green Fund. The risk is to play the juggler and to be unable to sustain productive dialogues instead of rhetoric, and somehow remain as the dog with two sandwiches (a folk story) thinking “what should I’ve done” and hungry.
Point number two from PhD Mario Molina comment, I would like to relate this to the Mexican Green Party declarations on the same article that states that Mexico`s position by presenting the Green Fund is “absurd” since it relates it to the Pro Arbol program (a Federal forestry program that has been widely criticized), In my view absurd is to relate two things that has nothing to do within each other and confuse the public as they do. And the green party goes on to demand “a firm stance” to reach a binding agreement that obliges developed countries to reduce 40% of the GHG emissions by 2020. Being so that the targets of EU are to reduce 20% of these emissions by the same period and doing so by making a huge effort, the green party proposition is simply impracticable. This, in my opinion, is another demonstration of the blindness and clueless of the so called Ecologic Party that should be named Opportunistic Party.
It would be of most interest to be able to know Mario Molina`s opinion on the recent debate (commented on this blog) about the so called “stagnation” of temperatures on the last decade that deniers of climate change like so much and that confuses a lot society in general.
