En el detalle esta la clave / The key is in the detail

Aqui un artículo que muestra el estado de las cosas sobre la COP 15:

Como verán en las citas que copio a continuación, el discurso ha cambiado por parte de los líderes políticos, del "Seal the deal" a reconocer que la COP15 es sólo un paso PRELIMINAR (ahí esta el detalle) para lograr un acuerdo mayor y se introduce el prospecto de compromisos vinculantes de reducción de emisiones "para otra cumbre posterior".

"Dirigentes de 19 países, incluído el estadounidense Barack Obama, acordaron ayer en Singapur en una reunión al margen de la cumbre del Foro de Cooperación Económica Asia-Pacífico (APEC), que el COP 15 será sólo un paso preliminar para lograr un tratado contra el cambio climático."

"El objetivo del COP 15 será consensuar una declaración "políticamente vinculante" que exprese la voluntad de los líderes de seguir adelante, pero sin compromisos específicos de reducción de emisiones, que quedarán para otra cumbre posterior, según la propuesta presentada por el primer ministro danés, Lars Løkke Rasmussen"

Esto le quita presión a los resultados de Copenhague, pero tambien es un acto de procastinación o incapacidad de negociación ante asuntos tan complejos de parte de la comunidad internacional.

Quiza el acuerdo global se esté cocinando para la COP16, aquí, en México en 2010.

As you will see on the quotes that follow, the discourse of the political leaders has changed, from “Seal the deal” to recognizing that COP15 is just a PRELIMINARY (there´s the detail) step towards achieving a greater commitment and the prospect of a binding target “for some other posterior summit”

“Leaders from 19 countries, including US president Barack Obama, agreed yesterday in Singapore on a side event of the Forum for Economic Cooperation Asia Pacific, that the COP15 is just a preliminary step towards achieving a international treaty against Climate Change”.

“The objective of the COP15 will be to look for a “political binding” consensus that expreses the will of the leaders to carry on, but without specific comitment on reducing the emissions, that would be adressed by some up-coming summit, according to the proposal presented by The Danish First Minister Lars Lokke Rasmussen”

This takes off some pressure form the results in Copenhaguen, but is also an act of procastination or the limmited negotiating capacity of the international community facing complex matters like Climate Change.

Maybe the binding agreement is being cooked for the COP 16, right here in Mexico on 2010
