COP 15 v.3 – 8 Dic.

Esta mañana se realizó la primera reunión de la delegación Mexicana con las ONG’s Mexicanas. Presidida por el Embajador Luis Alfonso de Alba y convocada desde la reunión en Relaciones Exteriores del día 25 de Noviembre. Estaban también presentes el Dr. Tudela, la Dra. Julia Martínez, el Dr. Adrián Fernández y el Dr. Rodolfo Godinez por parte del Gobierno, como ONG’s estábamos el CEMDA, Oxfam México, Conservación Internacional México, CESPEDES, Friends of the Earth, El representante de los pueblos Indígenas Mixes y la representante de la Red Indígena de Turismo, Global Youth Action Network, WWF México, la Unión de Grupos ambientalistas, la CROC representando el sindicalismo, la organización 350, y una representante de Milenio Televisión, los puntos a destacar fueron:
• Se comenzaron a circular dos documentos como borradores para un posible acuerdo por parte de Dinamarca y China que no fueron bien recibidos ya que estaban bastante desequilibrados e incompletos
• Se habló de la posición China y del G77 que pueden hacer equipo con Brasil e India sin embargo este grupo está compuesto por varios sub-grupos y es difícil creer que tengan los mismos intereses.
• El financiamiento es el tema mas atorado, la propuesta del Fondo Verde Mexicano ha sido bien recibida por muchos países pero Sudáfrica es reticente debido a que el nivel de aportaciones es relativamente alto a comparación con India y China que, al contabilizar las emisiones de carbono per capita, disminuyen mucho su aportación a este esquema. Los montos de adaptación y mitigación no están definidos.
• Se estableció el llamado Copenhague Commitment Circle realizando alianzas con los Gobiernos del Reino Unido, Noruega, Dinamarca y Australia, apoyados con videoconferencias harán trabajo político para unir esfuerzos sobre todo encaminados al Financiamiento.
• Dentro de lo forestal el esquema REDD esta considerado como muy prometedor posiblemente con un sub-fondo específico, pero no está claro el monto todavía, podría considerarse dentro del fondo de pronto arranque
• Que no se espere mucho nivel de detalle en los documentos, eso se irá dando con el tiempo
• Se mencionó con insistencia que los derechos humanos, la equidad de género y la integración de los grupos indígenas deben de estar presentes en cualquier resolución.



This morning the first reunion of the Mexican Party and NGO’s from Mexico was held. Preceded by Ambassador Luis Alfonso de Alba and announced since the Foreign Ministry’s reunion on the 25th of November. Also PhD. Tudela was present along with PhD Julia Martinez, PhD Adrian Fernandez and PhD Rodolfo Godinez from the Government. The NGO’s present where CEMDA, Oxfam Mexico, The Indigenous Tourism Net, The union of Environmentalist groups, Global Youth Action Network, WWF Mexico, Conservation International Mexico, CESPEES, Friends of the Earth, The Indigenous representative of the Mixes and also another representative from the Nahuas, the CROC representing Mexican Unions, the 350 organization and a reporter of Milenio TV, the key issues where:
• Two documents started to circulate that contained a drafts of the possible agreement bi Denmark and China but they were not very welcome because evident unbalances and incompleteness.
• The position of China and the G77 was briefly analyzed so when Brazil and India team up with them it is very complex and formed with many sub-groups and hard to believe they hold the same position.
• The financing is the more stalled issue, the Green Fund proposition by Mexico has been well attended by many countries but South Africa is reticent because of the level of funding they will have to provide in comparison with India and China that ,since the accounting of carbon emissions per capita is considered ,are able to strongly reduce their funding. The amount for mitigation and adaptation is not yet defined.
• The Copenhagen Commitment Circle was established by alliances with the Governments of the UK, Norway, Denmark and Australia, strongly supported by videoconferences they will work on political issues regarding mostly financing.
• In the forestry sector the REDD Scheme is considered as very likely to happen , maybe with a specific sub-fund but the amount is not clear now, it might be considered within the fast start fund.
• It’s not likely that the documents have good detail for the moment that will come with time.
• It was insistently reiterated that human rights, gender equity and the integration of Indigenous People must be present in any resolution
